What Is Azure Integrated HSM?

The Azure Integrated HSM is a tamper-resistant, Microsoft-built hardware security module integrated into every new Azure server. Unlike traditional centralized key management, this approach brings hardware-enforced protection directly to where workloads run, making security a native property of the compute platform. It meets FIPS 140-3 Level 3, the highest standard for HSMs used by governments and regulated industries. Level 3 demands strong tamper resistance, hardware-enforced isolation, and protection against physical and logical key extraction—all built into the platform as a default, not as a premium add-on.

Open-Sourcing for Greater Transparency

Microsoft believes transparency builds trust and industry collaboration strengthens security. At the Open Compute Project (OCP) EMEA Summit, the company announced plans to open-source the Azure Integrated HSM ecosystem. This includes releasing the firmware, driver, and software stack as open source, along with launching an OCP workgroup to guide ongoing development—covering architectural design, protocol specifications, firmware, and hardware.

The Azure Integrated HSM firmware is now available on GitHub, alongside independent validation artifacts like the OCP SAFE audit report. This openness is especially valuable for regulated industries and sovereign cloud scenarios, where independent validation of security controls is required. Customers, partners, and regulators can assess implementation details directly instead of relying solely on vendor claims.
